The District of Columbia opened retail electricity to competition in 1999 under the DC Retail Electric Competition and Consumer Protection Act. Your bill splits into two parts: delivery (handled by Pepco, the District's sole electric distribution utility) and generation (handled by either Pepco's Standard Offer Service rate or a competitive supplier you choose).
The DC Public Service Commission licenses every competitive supplier, approves Standard Offer Service pricing, and publishes a consumer-facing supplier comparison. When you switch, Pepco continues to deliver electricity — same wires, same outage response. The switch processes on your next meter read.
